Is a kit cheaper than buying separately?

Usually, yes, but the real argument is completeness. Workshops that buy piecemeal tend to end up with excellent tools and no lockout, which is the wrong half.

What should a first kit contain?

Insulated tools for the jobs you do, Class 0 gloves with overgloves, a CAT III meter and proving unit, a lockout set, and signage. Anything without all five leaves a gap you will have to fill anyway.
